Deputy Chief Minister Chowna Mein’s Scheduled Tribe / APST certificate is not genuine, and he is not a bona fide Tai Khamti / APST person.

A public controversy, reported in late August 2026, in which Arunachal ST Bachao Andolan Committee general secretary Millo Ambo questioned Deputy Chief Minister Chowna Mein’s Scheduled Tribe certificate and Tai Khamti identity and demanded his resignation pending a High Power Committee inquiry.

What we know so far

Working finding, 1 September 2026, AI analysis pending human review. The core allegation — that Chowna Mein’s ST/APST certificate is fake or that he is not Tai Khamti / APST — is not established by the public records located. Tai Khamti is a notified Scheduled Tribe. Leading organisations of that community publicly affirm his membership and explain ‘Gohain’ as a historical title. The chairman of the claimant.

Established

Tai Khamti (formerly listed as Khampti) is a notified ST community in Arunachal Pradesh (PIB 2019; 2021 amendment). Chowna Mein is Deputy Chief Minister and has a long public association with Lekang, an ST constituency. In late August 2026 Millo Ambo, ASBAC general secretary, publicly questioned the certificate and identity and demanded resignation pending HPC inquiry (as reported). On 27 August 2026 Tai Khamti–Singpho organisations jointly rejected the allegation. On 28 August 2026 ASBAC chairman Sol Dodum said Ambo’s briefing was personal, not official, and that there was no basis to prove Mein is non-tribal. The state government had earlier (May–June 2026) announced a High Power Committee process on APST re-verification.

Not established

That any ST/APST certificate in Mein’s name is forged, fabricated, or void. That Mein is not Tai Khamti. That Gohain usage legally disqualifies him. That a 1968 school category, even if later proven, determines present status. That ASBAC as an organisation adopted the allegation. That a court has so found. That Mein has made a particular admission — no qualifying first-person statement was located.

The bottom line

This file is still open. A missing record is not the same as a finding that the claim is true or false.

Conflicting accounts

One side

Strongest case supporting the allegation: (1) A sitting DCM’s identity documents ought to be producible; their absence from the public domain, while not proof of fraud, is a transparency gap. (2) Gohain usage is a legitimate question if legal documents actually carry an Assam-side surname inconsistent with Tai Khamti clan practice — but those documents are not in the file. (3) A 1968 general-category school entry, if the register confirms it, would be a real discrepancy requiring explanation, even if not legally conclusive. (4) Conflict of interest in the principal archival defence article (APRO to DCM as co-author) reduces the weight of that defence. (5) Taw Paul’s refusal to apologise until verification shows the claimant side still asserts an unresolved factual issue. (6) HPC recusal/resignation is a political-ethics argument about influence, not a completed identity proof.

The other side

Strongest case opposing the allegation: (1) Tai Khamti is a notified ST. (2) Named Tai Khamti–Singpho apex and student bodies jointly call Mein a bona fide member from Namsai — the community that would be harmed by a false ST claim is the one defending him. (3) Gohain-as-title is historically attested in this region; treating the string as an Assamese caste surname is an equivocation. (4) NEFA-era school category cannot bear the legal weight assigned to it. (5) The claimant organisation’s own chairman said there was no basis to prove non-tribal status and that Ambo did not speak for ASBAC. (6) No forged instrument, no cancellation, no chargesheet, no judgment. (7) Electoral and office-holding history is consistent with claimed status (circumstantial, not forensic).

Side B is better supported on the public record as it stands, because Side A is almost entirely inference from unproduced documents and a title-string, while Side B has official community-listing law plus contemporaneous community-body statements plus an internal contradiction inside the claimant organisation. Side B is not a completed authentication of a certificate. The correct present label is UNDER INVESTIGATION / the core fraud allegation is UNSUPPORTED. Completeness is only 58 because the original certificate, gazette HPC order, school register, British Library items, and a first-person respondent statement remain outstanding. If those appear, the ledger must move — including against the present working view.

Myth Buster follows the public record. Publication of an allegation does not establish that the allegation is true. A copied news total is reported, not independently verified, unless a primary document was retrieved.
